Policy Workshop: Investment in Generation Capacity - Do we need more, and if so, how do we achieve it?

Date:          7 May 2013
Venue:     Federal Planning Bureau, room Terwagne (4th floor),
Avenue des Arts 47-49, 1000, Brussels, Belgium

Investment in generation capacity
Recently, generation capacity adequacy in the Belgian electricity market has been questioned by some stakeholders. This policy workshop sets one step back and puts the question of generation capacity adequacy into perspective by focusing on a number of questions such as what is the ‘relevant market’ when considering generation adequacy? Should we take a country perspective or a more international perspective? And, in the latter case, should it be a European perspective or something in between a Belgian and European perspective? If generation capacity is indeed inadequate, then what are the reasons for this? And what could be appropriate measures or incentives to remediate?

Two speakers are invited to share their views on this topic. The first speaker focuses on the generation adequacy question as such, whereas the second speakers takes generation inadequacy as the starting point to discuss the advantages and disadvantages of alternative paths towards a solution. The ideas of both speakers will be challenged by two discussants with ample room for an open discussion with the audience.
