Policy Workshop: European harmonization of tariff regulation

Venue: Muzentoren, room M.4.20, Wijnhaven 24, 2511 GA The Hague Tariff regulation of TSOs: do we need European harmonisation? In the past decade we have witnessed an ongoing integration of energy commodity markets in the EU and, currently, the first steps are taken for a European harmonisation of technical rules in the energy sector. However, tariff regulation of network operators has remained a national issue, resulting in differences between member states. In this seminar we shall discuss the need for some form of European harmonisation of tariff regulation for transmission system operators (TSOs). On the one hand, a growing number of TSOs is active in more than one member state, such as TenneT, Gasunie or Elia. Do they wish a certain level of harmonisation or not? And would it also be in the general interest? On the other hand, differences in tariff regulation between member states affect the level playing field in the European energy market. Would this be a reason for EU policy makers to strive for some form of European harmonisation of tariff regulation? In this seminar we will discuss what would be the economic rationale for harmonisation as well as the current legal situation concerning harmonisation: what is legally possible and what not?
